a stolen iphone shouldn't have the ability to be shut off unless password is entered

my iPhone 5s was recently stolen. the savvy thief knew to turn it off right away which disabled the 'find my iPhone app'. if the thief had to enter the password first, (which protects the phone from unauthorized use), in order to turn it off, then I would have been able to track the phone before the battery died. does this make sense? why don't they design it this way?

Very sorry to hear you have lost your phone. I trust you have changed all your passwords and account details for apps that might be linked to credit cards etc?

You should still use iCloud.com to put your device into 'Lost Mode', as this will take effect as soon as it is switched on again.

As to your question, then yes, that would seem a sensible suggestion.
