Hardrives won't boot in new computer

I bought a second hand Mac Pro 2012 Quad Core tower. My 2006 Mac Pro's operating system wouldn't upgrade any further.
So when I tried to boot from my 2006 hard drive in the 2012 Mac Pro, the computer said no!
Is it because the 2012 (High Sierra) won't boot off Lion? If so, how can I upgrade the operating system on my old hard drives?
    Or any over suggestions?
    Thanks

2006 Mac Pro will only boot with macOS 10.8 Mountain Lion or newer and earlier versions will only boot with 32 GB or less.
